Scholarship Description: Through the Hungarian Scholarship Board Office, the Hungarian Minister of National Resources offers scholarships for foreign students and professors of higher education institutions as well as research fellows who intend to gain further professional experience in Hungarian institutions of higher education or research. Scholarships can be applied for under two systems:
Bilateral Agreements
The Office of the Hungarian Scholarship Board (hereinafter HSB) welcomes applications by citizens of countries (and territories) that have a valid/effective educational co-operation programme with Hungary, or a bilateral agreement signed by the Ministry of Education and Culture of Hungary and the relevant ministry of the given country (or territory). Assessment and shortlisting of applications is conducted by the relevant home country (or territory) scholarship authority or Ministry of Education, as well as dissemination of all information regarding the application procedure and deadlines. The list of countries (or territories) and contact information on the partner scholarship offices can be found on our webpage (www.scholarship.hu). Although the Hungarian Scholarship Board accepts applications from these countries (or territories) submitted directly to its Office, please note that the applications evaluated and forwarded by the home country (or territory) authorities always take precedence.

In 2005 the Ministry of Education of the Republic of Hungary established a „scholarship pool”, a scholarship system of various types of scholarships, allowing for applications from the following countries/territories:

Scholarships are only eligible for citizens from non-EU countries (whatever their country of residence). Precedence EU citizens from third countries with which Romania has executed documents to cultural cooperation. Note that for citizens of the Republic of Moldova shall apply to other scholarship programs.
Scholarships are granted for three levels of study :
* License: This program is intended for high school graduates or equivalent pre-university systems, as well as candidates seeking the recognition of partial studies and the continuation of their studies in Romania. The complete cycle for a period of 3-6 years, depending on the chosen faculty and ends with an examination of the license.
* Degree: This program is aimed at university graduates / post, it lasts for 1,5 to 2 years and ends with a dissertation.
* PhD: This program is aimed at graduates of university / graduate – masters program is conducted over a period of 3-4 years, depending on the chosen faculty and ends with the support of a thesis.
Priority areas: will be promoted, with priority applications of candidates wishing to study political science and administration, science education, Romanian culture and civilization, journalism, technical studies, oil and gas, agricultural sciences, veterinary medicine, architecture and arts. Requests targeting other areas will not be rejected.

Scholarship Application Deadline: Deadline for submission of applications is sent to each mission. Candidates must be interested in the timing of enrollment, from 15 November 2010, diplomatic missions they want to make the folder.
Romanian diplomatic Misiunilele will forward the application files by diplomatic bag, so they are recorded at the MFA – UDC by 15 April 2011.

Aim of the programme

Duration and number of scholarships
Selected students receive a scholarship for the duration of the degree programme, which is a maximum of two years for a Master's degree and three years for a Bachelor’s degree. Approximately 55 scholarships are awarded each year. The scholarship will only be renewed for the second (and third) year if the student is making satisfactory progress towards the degree.Amount of scholarship
Selected students are awarded a scholarship between 5 000 and 27 300 euro per year. Students should be aware that the grant is not necessarily a full scholarship, and that it may be necessary to find additional funding to be able to finance study and stay completely. As one of the requirements for being granted a residence permit in the Netherlands, students from abroad must prove to the IND (immigration and naturalisation office) that they have sufficient financial means. The applicant must meet the eligibility criteria in order to be considered for this scholarship. The applicant should:- Not have the Dutch or an EU/EER nationality;
- Hold a non-Dutch secondary school diploma;
- Have been admitted to an International Master’s programme within one of the Graduate Schools mentioned above, the Bachelor’s programme in Economics and Business Economics or to University College Utrecht;
- Hold a relevant Bachelor’s degree (for a Master’s programme) or secondary school diploma (for a Bachelor’s programme), or an equivalent thereof;
- Be able to comply with the conditions to obtain a Dutch visa;
Selection criteria
Eligible candidates are selected for a scholarship on the basis of the following criteria:- Their academic excellence and promise in the proposed field of study;
- The academic quality and results of the preceding education, as evidenced, for example, by grades, test scores, publications, letters of recommendation;
- The quality and relevance of the motivation letter (academic content, intercultural and communication skills, personal motivation);
- The quality and feasibility of the financial plan in the application;
- The quality of the application itself (completeness, accuracy, consistency).
Application
It is not possible to apply for the Utrecht Excellence Scholarship. The Selection Committee of the programme will select eligible candidates on the basis of the selection criteria mentioned above. The selected candidates will be offered an Utrecht Excellence Scholarship in May.Please note that students starting their programme in February are not eligible for the Utrecht Excellence Scholarships.
